But apparently, he's done quite a bit as legislator. I especially like the bill requiring the regular maintenance and preservation of all public infrastructure.

The responsibilities of a senator go beyond the drafting of legislation or the creation of policies. As a true representative of the people, Senator Aquino has consistently voiced his concerns on several issues, drawing attention to the anomalies in our current administration.
2009 General Appropriations Act (GAA)
By vigorously examining the General Appropriations Act for 2009 submitted by the Executive, Senator Aquino was able to propose key amendments to the 2009 GAA that seek to tighten congressional oversight on the executive’s use of public funds.
Champion of Human Rights and People’s Participation
At the heart of all legislative and policy-making initiatives is the development and welfare of the people. Senator Aquino has sought the proper relocation of informal settlers and the delineation of authority of parties involved in demolitions such as the MMDA. The bill amending the UDHA is currently underway.
Through his privilege speeches, Senator Aquino has drawn attention to the plight of desaparecidos and victims of extra-judicial killings. He introduced substantial amendments to the Cooperative Code to make it more responsive to the needs of the marginalized sector for which the code was enacted. They are meant to strengthen the cooperative movement by providing for transparent measures for members and officers of cooperatives.
He is also part of the bicameral debates on the Anti-Torture Act.
Accountability to the People
Senator Aquino actively participated in the hearings that investigated a number of reported scandals involving the alleged misuse of public funds, such as the ZTE-NBN deal, the Euro Generals and the Fertilizer Fund scam. These hearings brought to light the need for increased transparency and accountability in the disbursal of taxpayers’ money.
Integrity of the Senate
The series of scandals that stain the reputation of our government has also challenged the Senate of the Philippines as an institution. The recent attempts to amend the Constitution, for instance, have compelled our Senators, including Senator Aquino, to firmly assert their defiant stand on this issue.
Energy Sector
Senator Aquino has been vigilant in the hearings regarding the sale of TRANSCO and PNOC-EDC. Much of his time and energy was spent on the EPIRA and TRANSCO amendments, questioning the sale of revenue-generating assets prior to the privatization of key government corporations. Senator Aquino sought clarification as to whether the sales of these assets were part of a long-term energy development plan or not to ensure that the long-term impact of losing these assets have been considered prior to their sales.
National Integrity
Senator Aquino voted “NO” to the controversial JPEPA because he believed that the Filipino people deserved a better negotiated and mutually beneficial treaty.

Last but not least, Senator Aquino has dedicated his life in public service to strengthening our democratic institutions. Principal among these is his commitment to a genuine party system in the Philippines, as reflected in his membership in and strong commitment to the Liberal Party.

True. Those are just bills and I'm interested in finding out which of those actually became laws.
The responsibility of passing a bill into a law resides in the entire Congress and the President. A senator's duty is to file the bill, lobby for a House version of it, defend the bill when it is presented to the floor, and lobby further for votes among his colleagues. Noynoy has probably done all these. My concern is who are the people behind and with him in this campaign as I'd like to know who will influence him on major issues.
It is of important notice that bills are passed into laws only after concurrence of the two legislative houses. If you can see, almost if not all of Noynoy's bills are progressive in nature. It is hard for progressive bills to be passed into law specially if they encounter opposition from private sectors.
There is no question as to the quality of bills being drafted by Noynoy. Think about this, if Noynoy become president, he will set the tone of policies the Congress will come up with. Then, by this time, these progressive bills Noynoy advocates will be enacted into laws.
Politics esp. party affiliation plays a huge factor in whether the bill eventually becomes a law or not.

All this is well and good. But actions in Congress don't really mean anything if it doesn't translate to actions OUTSIDE Congress. What, for example, does Noynoy plan to do about Hacienda Luisita and the massacre of farmers that took place in 2004?

Though the above mentioned accomplishments are only Bills and Resolutions, it shows the work that has been put in.
It takes the Senate and the Congress to pass it into law. This shows Noynoy's unwavering affiliations and strong principles. The majority at those times were probably against all of his bills and resolutions.
I believe that there will be a snowball effect of support for his bid for the Presidential post.

Just to add:
Noynoy's work experience pre- Congress consisted mainly of working for companies owned by his uncle, Mr. Antolin Oreta (husband of the dancing queen herself) and for Hacienda Luisita. Of course, the Senate and the Tarlac Congressional seat are also part of the family business.

Judging from the comments,Noynoy will be a hard sell. And yes, previous to the Senate he worked at Nike (!), and the companies that his relatives own. Stayed at the PBSP a couple of years when he got back from the States but quickly moved to the private sector. Why? Been job-hopping too much, and a man of very little conviction except to exact revenge (see his acceptance speech). Goes where the wind blows. A Noynoy Palaboy, it seems.

Since it is still not election season (technically speaking), maybe he can prioritize / concentrate on "pushing" these bills so that they may become laws. :)
Just two years as a senator, and nine years as a congressman. Need someone to pass these senate bills? Make him the President (and therefore, administration coalition leader). Want your laws enforced? Make him your Chief Executive. Do his bills make sense? Meanwhile, you have the other top candidates who are either a convicted plunderer or a bond-swindling, land-grabbing, own-porkbarrel-beneficiary (such a shame to think I'm from the same alma mater as this guy.)

Truth sounds good to me. The Philippines only generated 12% (at best) government revenue-to-GDP ratio while our neighbors get 15% and more. Thanks to our favorite BIR and customs syndicates. Then that 12% is further eaten up by corruption led by the highest office. We're supposed to be growing as fast as our neighbors, but about 5% GDP is being carted away to secret bank accounts. Who do you want for president? Another Corruptor already leading us to 144th rank of ease of doing business and no.1 most corrupt in Asia? The only thing keeping this government afloat is the export of more workers.
we are already nitpicking if we want to scrutinize his role in this bill or that. the bills that filed are relevant as these show that senator aquino believes in the accountability of public servants.

Introducing Noynoy Aquino
How many great leaders had their children become great leaders? Very few. Do not assume greatness from Noynoy through affiliation - meaning, his parents. In order to lead our country, he needs to be judged on a) leadership - how he has been a leader in the past, b) intent - God can work with all our deficiencies if we have pure intent, and c) foresight - where will he lead our country? All these things have to be clearly evident, not something we have to research or find.
I'm not convinced. i'm sorry.
It's easy to get Bills credited to your name. Your staff just needs to contact former legislators who have left bills pending and refile it. You get elected as senator and the very next day, re-file old bills authored by Serge Osmeña, or Jun Magsaysay, or Frank Drilon, et al. and claim it as your own.
I am not impressed. You can compare this list with that of Jinggoy's or the jailed Trillanes and Noynoy's will pale in comparison.
As far as bills filed come, this is a relatively short list for two years. While it is true that the life of a bill is generally up to the Senate and Congress to decide, his chairmanship of the Senate Committee on Local Government should indicate his political leanings and his views on policies.
He may not have the singular power to have his own bills heard, but he had the power to call public hearings on the bills filed before his committee, select which bills to be heard and select which bills to file for the Senate to consider as a whole. I would be very interested to see what he pushed forward in terms of legislation under his committee.
I think it's tricky to believe that as president he will "set the tone of the policies" in Congress. If he were to have the majority of Congress from the opposite side of the political coin, he can beat his chest to death and Congress will not budge. That's a fickle lot. Laws that do get passed go through tit for tat arrangements and political dances that Noynoy may not be savvy enough OR interested enough to do.
I think his drawing power really comes from the shadow of his parents' reputation coupled with this country's hope to see someone decent and maybe honest elected to that highest position. People are tired. To be assured that the future president will not only look out for his own interest (or his family or friends') has become such a large part of the consideration.
However, even if Noynoy wins because of his perceived honesty and integrity as a leader, he cannot RUN the country on these bases alone. Like what the others have said, he has to be strategic and have a solid PLAN. He also needs to be bullheaded, fearless and politically savvy enough to use the government machinery and the myriad interests that govern it in order to achieve those goals and IMPLEMENT the plan.
I will only vote for him if they gag kris aquino - not let her blabber for at least 4 years.

i want a maverick. i want someone who innovates. who has grand plans for major reforms and implementation.

i want someone who wants to be president because he believes he can make a difference, with all the visions and plans he has had for the country.

If Gordon and Bayani team up (either Gordon or BF going for the top and the other one goes for VP), that would be the team that would truly deliver.
Both are out-of-the-box thinkers and action men with real track record. Both understand human nature and how to bring out the best in people. And both are economy-oriented. They're what the Philippines needs.

I think that we all know that Noynoy is being pressured to go into presidency by people who want a sure win in their own candidacy (by being in the same party). They are aware that they have the sympathy of the people after Cory's death. Years before her death, Cory Aquino was ignored. Who went to her rallies? But with her death, everything has been idealized for some reason. Who is taking responsibility for Hacienda Luisita now? How come everyone has forgotten about it?
In my opinion, I don't think Noynoy has the strength in character that we need in a president. The bills that he tried to pass mostly represent a small margin of the population. They don't really get to the root of all issues here in the Philippines.
Leave Kris alone. We've put up with her in the last 20 years. If she changes tact now, then there's some re-imaging going on in the back-end.
She has the inside scoop and will use her media access to attack Noynoy's critics. This will be her cup of tea. Don't we all look forward to be entertained?
Noynoy doesn't have to win, but he has to commit himself out there. If he doesn't take the challenge, tsugi siya sa alaska. If he didn't make the bid, we will have same old trapo campaign ads. Everywhere you go, there are many more people nowadays who think that Marcos' regime was better.
Marcos' reputation is slowly being rehabilitated not because of some conspiracy, but because Cory fouled up her own legacy by shooting her OWN PEOPLE.
When Ramos, her annointed successor, was opening up simple discussions on how to improve the Philppine system, she rallied against him.
During the term of GMA, who one of Cory's own undersecretaries (DTI) and the one who got Ramos' baton after Erap left, Cory also shot her own "successor's successor."
Tanga talaga, ano? Mga tao niya yun eh. FVR and GMA are both the ones who carried on Cory's legacy of fixing the Marcos mess, but SHE TOOK POTSHOTS AT THEM.
That's why out of 10 people, you'll hear 2 people shouting Marcos' praises even if long ago, no one would dare. Marcos has unfortunately gotten his name rehabilitated because of Cory's own blunders of destroying and second-guessing her own people.
The Cory Magic will wear off very soon. In fact, it already has!
But it's good to have Noynoy run for president, so that those others don't run. In the end, I think even Erap will give way to Noynoy and guess what, when the real power-team of deliverers (BF or Gordon) comes up, it'll thrash that dipshit Noynoy like the wuss he is!

Noynoy can't fight corruption. He can't even "fight" for his bills to get passed into laws! No follow through. It's ningas cogon and pwede na yan combined. So while he gets to lengthen his resumé, he hardly accomplishes anything near proportional to our aspirations of major change. If he's consistent at anything, it's his consistently not being able to deliver real change for any of us.

silly people. if drafting legislations is the most important qualifier for being a president then why don't we just pick the most prolific legislator out there and make him/her president. so many people here have tunnel vision. Noynoy is not showy. he doesn't hug the limelight but if you actually listen when he talks, he knows and understands what he is talking about.

I'm glad this sort of discussion is happening and people are wanting to be more informed. We really have to find out as much as we can about the people we are voting for. We have to be responsible voters too. We can't just give someone a chance and see how he/she fares. We have to be sure and definite that he/she won't fail us. After all, we can't just keep bringing up another People Power (successful or not)to "dethrone" a president when we're sick of him/her. We've done that too many times already. We have to take responsibility for who we vote for rather than complaining and changing our minds again halfway through their presidency.

If that is so, let us be reminded that our current president is a cum laude, a consistent dean's lister at Georgetown U and was classmates with Bill Clinton, has a master's degree and a PhD in Economics, has decades of public office experience (as senator, vice president, president...) the list goes on. Her CV is super awesome! Pero ano nangyari? Love ba natin siya? Hehe. I think it's about time we tweak our definition of "qualified". We've been using the same checklist for too long, and we're being doofed again and again. Really, this time around, it will be GOOD CHARACTER that will be the most important thing the next president should possess. Hustle and balls can be acquired in months. Character, on the other hand, is formed in a lifetime. Character formation begins from childhood through adolescence through young adulthood and beyond. And I believe Noynoy was raised well. Having a martyr for a dad and an incorruptible ex-president for a mom, I can bet all my limbs he's been exposed to greatness and has formed good character. Kung baga sa isang sari-sari store, luging lugi na ang bansa natin dahil yung tindera/tindero na kinukuha natin, kung hindi mahilig mangupit sa kaha, ay non-stop naman kumain ng candy o uminom ng softdrinks. Sa gantong sitwasyon, kung ako'y papapiliin ng bagong tindero, I would rather choose a clean and honest person who lives simply than a Kumon graduate na mahilig magpalit ng cellphone at mahilig mag-tong-its at maraming kaibigang hingi ng hingi ng meryenda't nagpapalista lagi.
After almost a decade as a congressman, and a term in the senate, and in a country where corruption has become automatic, Noynoy lives a very simple life. Even if others would live lavishly (ilang taon pa lang naka "8" na plaka, buhay big time na agad). He still even lives in his mom's house!
And after all, this is an election. We only choose among the available candidates. I don't know about you guys, but I choose Noynoy over the other candidates. Sabihin niyo nang hilaw (which I believe he is not), pero sa lahat ng pagpipilian, Noynoy has the best character that I want in my next president.

Pres. Cory was an honest, simple transparent leader. Was she a good leader? Did she curb corruption? Not really -- or not at all.
So, let's stop assuming that incorruptibility = good leader. And also stop assuming that great credentials = corrupt.
Let's think of the genius of the "and"... Let's look for someone with both good character, AND good leadership skills.
Too idealistic? Perhaps. But it seems too early to just say "eh wala nang iba eh. He would be the best. He's the ONLY clean politician." It's a bit cynical and unfair.

I myself am undecided who to vote for, it's quite a predicament with Noynoy in the race. I love how everyone's scrambling for a re-positioning. Now, we get to know more about our candidates.
Other candidates can't go under the radar because Kris is prepping her publicity battalion. She will plow through Luzon, Visayas and Mindanao. She can Bingo all the way.
Now, if they speak up, they will have to open their mouths with precision. I haven't heard Noynoy apart from sound bytes. How does he work? How does he think? I do find him boring and uncontroversial.

They were working for us since they were in their teens, nakapagpalaki na sila ng mga anak nila, nakapag-anak na ang mga anak nila. Akala nila kanila na ang lupa. Farming, rural life, may-ari ng lupa are a semiotics of our Filipino culture. We think of our grandparents who plowed the soil to send our parents to school, probinsya were we vacationed as a children and everytime it's just moving backwards. We think of Inday na galing sa probinsya na nag-abroad. Nagpatayo ng malaking bahay sa gitna ng taniman.(Reminds me of a Gelli de Belen movie, na umalis sa probinsya puro bikini yata ang inimpake niya. Kasi nagtampisaw sa beach in the entire movie.)

....to say "not voting for noynoy" is a disservice to ninoy's legacy is kinda partial. ninoy's biggest legacy to filipinos is democracy, but it doesn't stop there. i believe "democracy" is a means to the end, which is "progress".
as a person given the democratic right to vote, i believe the best manifestation of this right and ninoy's legacy is to ensure the philippines will move past this "martial law era mentality" and embrace the future with realism and a concrete plan.
i believe a vote for noynoy will make us stuck in the past. i want a president that has a believable plans to propel us forward, not dwell in the past.

About Noynoy thinking about his family leaving the hacienda... I don't know. It sounds kind'a... convenient. I don't know what Noynoy and his immediate family's stake in the hacienda, but I think we should ask what will befall the farmers of Luisita and their concerns. "Leaving" sounds like turning a back on the problems. Like an easy escape. "Step away from the problem, and no one can say BS about me." I'd like to know more about what Noynoy can do for this country, but what I'd like to know better is how he would handle the issues of luisita, which is a micro-representative of the state of the entire nation.

Noynoy implied letting go of the plantation due to losses, his signal to those in his family controlling the shares. Because he has a clean conscience and a pure heart many will give him the chance. He is the personification of hope.
Think of it. That Pres. Cory in death had given new hope to a society where rich and poor alike have resigned themselves before this to a business as usual attitude to the corruption, abuse of power in the highest posts, Congress and in society itself. God has been merciful and His ways are indeed unfathomable but wondrous.It reinforces my faith to realize this.

His brother was the negotiator of Mayor's Permits in Olongapo. No grease no permit. Believe me a reliable source was related to the victim/potential investor during his mayoralty. Stop corruption. Start at the top. Leadership by example will stamp out this demon which has kept our taxes from being spent on the poor for their health education services. A rejoinder. How to solve Hcda Luisita and Carp. Perhaps, too Noynoy touched on a viable solution. Sell it to foreign investors he quipped. In the CARP there is an opening to bring in foreign investors into industrial or export zones. I worked as a technical aide to the CARP Ctte of Sen Butz Aquino and my frustration was not innovating enough. My perception of the dilemma was how to wrest plantations from hacienderos like the Cojuancos and Arroyos, del Monte and Yulos. One idea was for government to develop these parks and to give ownership to the displaced plantation landowners. Imagine industrial estates like Sta Rosa giving new employment to the sacadas and their children. Wow. It can be done. Dreaming is free. Doing it is up to you and me.
True, there is no perfect candidate for the Presidency. Can one ever be ready? You have a lot of negative things to say about Noynoy, if you don't like him, don't vote for him. Do we need to resort to character assasination? Being clean is not enough? You can't even say the same thing about the other candidates. Give me a freakin' break!!!

People who are asking whether these bills were co-authored or not, are intelligent voters. This is just a list but without explanation. They should explain if this bill is in what stage of the legislative debates.
The source of Noy's legislative record is MAI MISLANG - part of Noynoy's staff. Of course they won't give the entire picture unless they want the whole world to see how mediocre Noynoy is.
Here's what you should be asking regarding the list:
1. Since his committee positions in the Senate were included, what and how many committe reports were filed by Noynoy?
2. Since he is the Chairman for the Local Government Commitee, what and how many reports were filed by him? (Aside from filing bills, a senator must be able to file reports for the Committee he's handling.)
3. Considering the numerous human rights (HR) violations during the present administration as HR Senate Committe Vice Chairman, what important bills regarding HR were filed by Noynoy?
4. Prior to his Senate stint, what is his legislative record in the Lower House were he served for nine years?
This is not nitpicking but pertinent questions that must be answered. We should not settle for a candidate who is simply MABUTI or MABAIT. There are a lot of MABUTING tao in this country and they don't have to baggage of a bloody massacre in their own hacienda.

I wouldn't want our country's status to be put on "PENDING" Status. It clearly shows that he still lacks Leadership skills. The presidency is not the venue for that.
A legislator's job does not end with filing a bill. What good is a bill if it does not become law? It's like sending your child to school, and it's no longer your job to see that your child graduates.
I am an undecided voter. This has piqued my curiosity. I am aware that the amount of legislation is rather low, however there is indeed a progressive quality to them.
As part of my decision making process, I need to ask: Which of these bills did he author himself? Or did was he just on the committee?
Now, if he supported all these. That's all well and good but that seems to me more evident of his qualifications as a lawmaker, but not a progressive leader.
If he did author these, which ones?
(By the way, if the answer is yes and all or most, I may include give him more consideration.)
